I'm with our State's educational agency (SEA). We are prioritizing culturally relevant SEL strategies across the state, and want to build capacity for rural and tribal school districts for implementation through a convening and subsequently through an ongoing community of practice. Could the SEA be the lead along with a nonprofit partner, or do we need to include an LEA? Or worded another way, knowing we will be working with a number of LEAs statewide, should we choose one or two as lead partners with us, or could the SEA substitute for the LEA requirement?

@Timothy - To the question of certifications for teachers: that depends largely on certification requirements in your state. In the past, we've given participants of SEL in Action certificates that say they've participated in 20 hours of PD, when they requested it for their states.
